Turn the issue into a research question

Once you have identified the issue and gained a better understanding of citizens' concerns around it, it is time to translate this concern into a research question which could be answered over the course of the project.

It could be difficult for lay people to translate a worry into a research question. Your role, as part of the project team, is to support them in this process, by providing the necessary knowledge and resources or suggesting a set of possible research questions based on your conversations with them. A collaborative workshop or an online public voting tool could help make the final selection.
